Add the UTF-8 fix and unique variables to the .config files

If you need to do something unique to configure qiime correctly, you can put it into the config file. Maybe this could be where you add a few things and maybe you could source another file in the config file. Otherwise, at least put in the UTF-8 fix and maybe just make that default for everyone (not sure whether that will cause another problem or interfere with some other programs).
