Apply-config mode not respected

Description

When applying config there's an issue with my hardware and the previous IP is not released or something, so the network never becomes OK after talosctl apply-config.

While the install is stuck on "Booting" stage I can force-reboot (ctrl+alt+delete) into the ISO again and it continues.

The -m/--mode option has a "reboot" option, but this never fully reboots the machine as expected, it seems like a kexec instead.

There's not enough information in the issue - at the very least full console logs are needed.
