Describe the user story

Just as we preinstall terraform, we can preinstall opentofu

Describe the solution you'd like

Install opentofu on alpine and debian containers

Perhaps the most recent version for now?

Make sure renovate keeps it up to date

For terraform, we keep the current and the last 2 minor releases.

Describe the drawbacks of your solution

Increase in container size for now
