pipeline/unsigned-container-image-listener.groovy runs on rhel-9-medium, but it installs https://dl.fedoraproject.org/pub/epel/epel-release-latest-8.noarch.rpm for EPEL 8, not 9. As a result, these nodes can have the wrong packages.
