E2E reparsing test

Description:
While discussing with Eric, wanted to include a end-to-end cypress test for reparsing given all the work we've put in. It might also allow better testing of DAC and all the filter work we've done lately.

Acceptance Criteria:

• Integration test(s) kick off reparsing runs
• Integration test(s) runs as part of CI pipeline
• Testing Checklist has been run and all tests pass
• README is updated, if necessary

Tasks:

• Ensure test user can be upgraded to have DAC access
• Ensure there are sufficient datafiles for reparsing
• Ensure test user can trigger reparsing Django Action with at least one filter
• Trigger 2 or more reparsing actions to ensure sequentialism is maintained
• Validation that reparsing actions complete correctly (pass, hit right files, fail when trying multiple) and file contents out of scope
• Run Testing Checklist and confirm all tests pass
