What maintenance needs to be done?

Resolve semgrpe warnings so the app/controllers/ folder can be taken off the .semgrepignore list

Moderate

Why is this maintenance needed?

The files in this folder can not be scanned until the warnings are resolved.

Acceptance criteria

The folder is removed from the .semgrepignore file and a semgrep scan passes
