Documentation: add documentation for the AllPublishedJob

#696 provides a new Oclc::LcCallSlips::AllRelevantJob and a rake task for running it. It would be good to incorporate that into our documentation, so that we know how/when to use it (maybe we should have an issue template or something for adding a new selector, and this could be a checkbox on the issue template?).
