v0.3.0 release

• Release the changes done in recent months as v0.3.0.
• Publish the release to PyPI.

May still have a few pending items from #46.

One small issue: Mesa tags have a v prefix to the version number at github, e.g. v0.3.0 vs. 0.3.0. Shall we follow the convention?

I was extrapolating from the previous release. I'm changing the tag now to have v.
