Opening Matter file shows ZapConfig page

Steps to reproduce:
1.) npm run zapall
2.) (before selecting a zcl.json file or a gen-templates file which would then create a session)
open a matter .zap file

expected result: ZAP passes through without asking for the user to select packages (.json files with XML paths)

actual result: ZAP gives the user an option to select "meta" instead of passing through
