can't active the mmd_tool after install

I can't select the box to active the addon ,when click it, there have no response, only mmd_tool doesn't work(fig.1), by the way, when I try to release the ZIP package, there show an error(fig.2), is that caused by the file? or the environment on my computer?

The zip file you downloaded might be damaged, please re-download it & try again.

Make sure to remove old mmd_tools folders and files before installing a new one, and please note do not directly install the zip file you downloaded, copy the mmd_tools folder which is inside blender_mmd_tools-dev_test.zip to Blender's addon folder should be fine.
