Language selection layouts is not correct on login page/ not correct when we are logged in #3351

All updates are installed and up to date.

Issue/Bug Description:
Currently, I`m using USA and BGR (Bulgarian) keyboard layouts.
Once I lock the PopOs with the selected BGR layouts, on the login screen, I still see the USA by default as selected, however, the keyboard is using BGR.

Steps to reproduce (if you know):

  • Switch keyboard layouts to another non-USA language

  • Lock screen

  • On the lock screen I still see USA, instead of BGR

  • Same situation when switching languages with alt+tab, the language is changed, however, the bottom-right value is unchanged, if I switch to Bulgarian via the icon, and click alt+tab the language is changed to USA, but I still see BGR in the previous language layouts.

Expected behaviour:
See the corrected selected language even with alt+tab
