I have not seen this in any other apps and fair chance it might be an IntelliJ issue and not cosmic but logging it in case. If you try to create a new file/class/directory in IntelliJ the popup where you would enter the name does not accept any keyboard input even if I click on it to try get it to focus no keyboard input seems to go through.

On regular PopOS on the same machine IntelliJ works fine. I have tried this with the IntelliJ Flatpack and the Snap package (IntelliJ Ultimate) both show the same behavior. I attached a video recording, obviously it doesn't really show me attempting to type though here is my cosmic-comp version details:
