Remove stale branches

Today(2024-07-08), we have over 350 branches alive and over 200 branched are stale over 5 months without any update.
And many of them are already have merged/closed PRs.
I think we need to wrap up those branches.

Furthermore, it would be good to set our branch managing principle.
