Issue Description

The submission wizard stepper displays visual glitches when the browser window width reaches 1040px or lower.
We hide some of the steps if the screen gets narrow, and we show x/5 steps instead.

How to reproduce / Current behavior

  1. Go to the submission wizard page or click the New Submission button from the Submissions listing.
  2. Resize the window to 1040px width or lower.
  3. Observe the behavior of the stepper components.
