Support "Customizable Page Header" plugin buttons

Right-clicking the forward/back buttons added to a page header with the "Customizable Page Header and Title Bar" plugin will display a history menu, just like the ones Pane Relief adds to the title bar. CSS variables (--pane-relief-forward-count and --pane-relief-backward-count) are also defined so you can put numbers on the buttons if you wish.
