suggestion/idea Conditional validation

Like described in here: typestack/class-validator#1721 , I like the second suggestion but maybe with a different naming.
I like to implement something like this, and I think this would be a nice addition to this lib :)
Thoughts?

nvm, Im not sure this can be done. As the class-validator decorators need to be applied to class properties directly.
This need to be changed in class-validator, or worked around in diffent ways, like discussed in the
typestack/class-validator#1721
