I can use this data pack with TFS version 1.1?
Or there is another version, there is no release and before this was compatible with TFS 1.1

Use 1.2, the datapack (was / is) updated to the latest things with 1.2, so you might run into some problems using anything older then the latest.

It should work fine with 1.2 if you download it now.
If you wanna use 1.3 then either add this PR to your datapack; #302
Or download the datapack edited; https://github.com/WibbenZ/server/archive/tfsUpdates.zip

Ok, thank you, I test it in TFS 1.2 but when I login with official client 10.98, I cant use stair and I cant move items from backpacks or equipament slots.

Well the repo might have been semi updated, try to use the datapack I linked and the latest 1.3 source code.
That should fix everything otherwise open an issue here or send me a PM on OTLand (WibbenZ) and ill add it to my PR.
