cannot remotely trigger a build multiple times using curl or the jenkinsapi

The name of my job is "test". I can use curl or jenkinsapi to trigger the job remotely, but when the newly triggered job is in the queue, the remote triggering again is invalid, and the following error is displayed:

Why is this and what do I need to do to fix this problem.
