RFE: PAO without cpu section

Allow PAO for configuratons of hugepages, kernel and topologymanager without requiring a cpu section.

PAO requires the cpu section even when the configuration might not require it. For example, it is not possible to use PAO to setup hugepages and setup numa awareness (Topology Policies), without a cpu section

Profile validation failed: validation error: you should provide CPU section

If only the reserved CPU are specify to work around the requirement for the section then this error
