Is your feature request related to a problem?

Initial release will be behind an experimental feature flag. This must be enabled on OpenSearch and enforced in REST Handlers here.

What solution would you like?

Create a Feature Flag similar to this
Evaluate the value of the feature flag and require it for all REST API calls like this
