[Bug] [Vis Augmenter] Detector links in associated detectors list don't open new tabs #593

The links in the detector names in the associated detectors list redirect within the same tab, rather than open in a separate tab. There should be the popout icon indicating as such as well. Can refer to the alerting monitors associated list as a reference for what is expected.
