General approach for Common building blocks

New parts of Common should be created by extracting building blocks from approved OGC API standards. The second part of Policy Directive 51 seems to state this, too.

So far, the building blocks in Common (parts 1 and 2) are never a "duplicate" (as stated in the directive), but always includes some differences to approved API building blocks.

Is that an issue? How do we deal with this?

In fact, it may be not be an issue, if the differences are mainly in editorial style and Common is basically internal guidance for API SWGs and there is no expectation that Common or its API building blocks will be normatively referenced by OGC API standards. However, the expectations how Common will be used/referenced are currently unclear.

This should be clarified before Part 2 moves forward.
