There should be documentation available for Notifications, but I don't think there is any available so we can't use that feature.

Steps to reproduce

Open a course unit and click the "clock" on the right hand side to open the notifications sidebar. It's always blank. In edX it is used, but there is no documentation for Open edX.

@DeanJayMathew at the moment It appears there is not much documentation available about that Notifications sidebar. However, after looking into the code I can infer this feature is designed to upsell paid/verified certificate of course to those learners who are enrolled in Audit/free track of course.

To test this feature I think these steps needs to performed.

1. Create a course and set Verified and Audit track and Upgrade Deadline in ecommerce
2. Enroll as learner in that course as audit(free) enrollment
3. Start course and click on Clock icon on top right of course experience
4. Notifications side bar should appears with promotions messages ask learner to upgrade
