• Remove statements like "we [GSA] do this." This obviously isn't going to be applicable to all ATO processes. Need to add some hedges, saying "most places" or "sometimes" or whatever.
• Add disclaimer about applicability: "we are trying to describe ATO processes as they generally exist in the federal government, but it won't be the same at every agency, etc."
