This way we could get rid of the relocated sandbox.tar.gz and it should be more reliable.

There are two ways to accomplish this. We could either commit the wheel packages to the repo (and mount that folder in the container) or host them on an HTTP server somewhere within SUSE.

@dincamihai Are there already packages installed in the provided sandbox.tar.gz or is it basically blank?
