Feature request: add option for mode that allows students to view questions and previously submitted answers when the exam is otherwise closed

Suppose the deadline for an exam has passed but that there is a delay before the grades are released and the exam is placed into review mode.

For example, this could be a 7 day delay to allow for students to be given extensions. Suppose that a student submits an extension request and is waiting for it to be processed. Currently, they are not able to view the exam questions or their submitted answers as the exam is closed. This is in contrast to an exam administered on paper (for which they are of course able to look at the questions after the deadline).

It would be beneficial to have the option to place the exam into 'read only' mode during the 7 day delay: students could view the questions and any answers they submitted, but they could not edit these or submit new answers.
