As Municipality and Province of Bolzano I would like to have digital tools to compare travel times over A22 and the municipality of Bolzano, so to use them to advise travellers #28

We have already a solution for that, i.e. https://webcomponents.opendatahub.com/webcomponent/noi-mobility-traffic

Unfortunately, the elaborations applied to the Bluetooth data is not actually real-time as the A22 travel times.

Since we have now a real use case and concrete requests for that, I would suggest the following modification to the Bluetooth elaboration pipeline:

real-time computations: keep just one computation set (period = 600)
offline computations: all other computations are scheduled once a day (e.g. at night)

The user story deals with the reeingenering of the Bluetooth elaboration pipeline, so to get a web-component with real real-time values to be showed, and API that can be used also by 3rd parties (e.g. variable message signs).
