check for the drive states

We recently were testing ROX-Argo Duo for which we had to use only 2 drives and then later when we switched back to ROX Argo, although the configs were fine, the relayboard node was not switched to handle Duo causing issues with the motion. Therefore always check if the node receives the joint states for all the drives it has..
