Open311 FMS Additional states

If an Open311 server can handle it, FixMyStreet can send/receive additional statuses besides Open311's standard OPEN and CLOSED. Here is a list of the statuses we send and accept, and how they are mapped on FixMyStreet:

| OPEN | "open" |
| CLOSED | "fixed" (or "closed" if extended statuses are enabled in FMS' Open311 configuration) |
| FIXED | "fixed" |
| INVESTIGATING | "investigating" |
| ACTION_SCHEDULED | "action scheduled" |
| IN_PROGRESS | "in progress" |
| NO_FURTHER_ACTION | "no further action" |
| NOT_COUNCILS_RESPONSIBILITY | "not responsible" |
| DUPLICATE | "duplicate" |
| INTERNAL_REFERRAL | "internal referral" |
