Add open-source library HeatTransferComponents to the library listing

This is the open source Modelica library which contains;

• basic components for calculation of heat transfer such as forced convection coefficient over plat plate, in circular pipe, free convection coefficient besides the vertical flat wall, etc
• sensors displaying value and color on diagram
• example models
• all interfaces are compatible with MSL

Hi, having GPL 3 as the license is problematic since this restricts the ability to use the library alongside other BSD-licensed libraries or commercial libraries (especially in connection with FMI). You might want to switch to MPL (if possible). See also https://github.com/impact/impact/blob/master/resources/docs/modelica2015/paper/impact.md#which-license-is-best-for-your-library

Other than the issue with the license I've now forked the library to https://github.com/modelica-3rdparty/HeatTransferComponents which will be held in sync and is the basis for the www.modelica.org/libraries . Unfortunately the new updated website still does not list the 3rd party libraries as it used to but work is in progress. Ping @t-sommer @MABackoffice
