There are no tests yet!
We need some for:

Moving the transparency log forward. Can probably use the test server at https://pkg.go.dev/golang.org/x/[email protected]/sumdb#TestServer
API calls
Matching subscriptions and sending notifications, including backing off
Handling of notifications of delivery failures (DSNs).

Ideally stick to just the "testing" package from the standard library.
