Reduce the size of video thumbnail images to improve collection loading

As a user, when I view all of the thumbnails in a collection, I would expect the thumbnail image for each video to be as minimal in size without hindering quality of the image.

Acceptance Criteria:

• thumbnail images are reduced as much as possible while still maintaining a level of quality indistinguishable with the original thumbnail image.
