Update all existing applications if profile is updated to be complete

This is very much an edge case, but if a user has multiple active applications (an edge case), and has an incomplete profile (another edge case), their application states will not be updated to "awaiting resume" if the user makes the necessary updates to complete their profile. If we end up changing the requirements for the information a user needs for a "complete" profile, this becomes less of an edge case.

Acceptance criteria

• When a user updates their profile in such a way that it changes from incomplete to complete, all existing applications are moved from the "awaiting profile" state to the "awaiting resume" state
