Event for the same timestamp comes multiple times with random order.

@dsgrieve please find the log file below. For example, I am listening to CMSPauseEvent, and each event comes twice, one of them without cpuSummary and the other with the cpuSummary, this is the only diff that I see(please see the screenshots attached).
