[Question]: Azure Devops Server - Trying to configure environment listener - get Page not found

I am trying to repeat the same configuration i have already completed on a few other servers. I believe it could be a firewall issue but am not certain. When going thru the registration process I used a personal access token that has FULL privileges and is scoped to ALL ACCESSIBLE ORGANIZATIONS. I get a "Page not found". Any ideas? thanks
