Description of the new feature / enhancement

I would like to be able to choose the language.
I use Windows in different environments, in different languages, but I prefer english. The power toys interface takes the language of Windows it's installed on.
Also, for example, the tools have different localization names which make it difficult to find things because there's no consistent alphabetical order.
Also, for example, the text extractor works in the language of installation but I need to extract texts in different languages
