Advanced Paste: When "AI" is not enabled, don't show it at all

Description of the new feature / enhancement

I don't (and won't) enable AI features, the bar at the top of the advanced paste dialog shouldn't be shown

Scenario when this would be used?

Thankfully, AI is not enabled by default in Advanced Paste, so this change would mean the bar is also not shown by default
