Steps to reproduce

Launch a workspace from a shortcut.
Then launch the same workspace from the shortcut.

✔️ Expected Behavior

1. Power Toys should check for the applications to be running.
2. If the applications defined in the workspace are already running, power toys should restore them to correct orientation defined by the workspace.

❌ Actual Behavior

• It launches a duplicate workspace with duplicate applications.
