FancyZones, Workspaces

Steps to reproduce

Capture a work space.
Launch it.
Then hold shift and move item to a new zone.
Zones no longer appear for that application.

Launch another application not loaded from work spaces.
hold shift and move application.
Fancy zones appears.

✔️ Expected Behavior

Capture a work space.
Launch it.
Then hold shift and move item to a new zone.
Zones appears for that application.

❌ Actual Behavior

Zones no longer appear for that application.
