Description of the new feature / enhancement

Add support for in Azure deployed Azure open ai Instances. This would require the configuration of an endpoint (*.openai.azure.com) and a "deployment name" additionaly to the API Key.

Scenario when this would be used?

When you are using a deployed version of Azure OpenAI and possibly don't have a OpenAI pro license. This would also enable for a Pay as you go - billing

To my knowledge the existing OpenAI SDKs should also support the Azure Open AI instances with according configuration so this might be a easy improvment to ship.
