[KBM] Allow remappings to be restricted to specific applications

Description of the new feature / enhancement

Like the 'Remap a shortcut' feature in Keyboard Manager, it would be useful to be able to restrict key remappings to executables.

Scenario when this would be used?

Activate key remappings depending on the context of the application. For example, having remapped keys in a game, that you don't want remapped outside the game.
