the resource usage comes in pulses, the ram usage will stetadily climb and during that time with CPU usage around 5-8%, once it passes around 12-14GB, the CPU usage spikes to 40-50%, and once it passes 17-18GB, ram gets reduced to 2.5GB and CPU usage drops to <1%

Same issue here. I have lots of STL files on my PC (Ryzen 3800X, 16 GB RAM, Windows 10 on NVMe SSD) and STL thumbnail provider uses almost all CPU and RAM recourses available even when I don't create on modify any files. PC feels very laggy and sometimes becomes pretty much unusable (even mouse cursor freezes). Uninstalled PowerToys several days ago and since then no performance issues.

Just had to disable the STL preview because it was filling my 32GB RAM. I deal with massive STL files and I can understand why it would need to load these into memory but theres gotta be a better way.
