remap a key for specific applications

Description of the new feature / enhancement

In keyboard manager there are two settings 1. keys 2.shortcuts
shortcuts can be assigned for specific applications but the keys cannot

Scenario when this would be used?

for example i use photoshop with edit>undo assinged to ctrl+z , by default photoshop require a shift or ctrl in a editing shortcut ,
one can assign remap Z to ctrl+z for only photoshop if the Remap a key setting in power toys allowed for specific applications
