Description of the new feature / enhancement

Remap a key in specified application.
It's possible to "remap a shortcut" based on an application but I'd like the same functionality for "remap a key".

Scenario when this would be used?

In Europe the numpad has "comma" as deciaml sepparator but in some english-based applications it is still mandatory to use "point". I'd like to remap the comma button to act as point in those applications instead.
