Gave this a try on Chrome and it worked as expected. While pressing Caps Lock on the keyboard and using the mouse wheel the zoom changed.
According to your report, it seems you weren't expecting the page scale to change, but that's the expected behavior when you press Ctrl and then use the mouse wheel, right? /needinfo

Only difference I see is that holding down CAPS keeps sending the CTRL message, where holding/pressing CTRL only sends the message upon key-up. But I don't think that's related.
