FancyZones custom layout "shift+drag" not creating a group #16526

Running as admin

Steps to reproduce

Create a new custom layout
Press shift while dragging window and snap to zone
Snap a window to all of the layout's zones

✔️ Expected Behavior

A group is created

❌ Actual Behavior

A group is not created

This works when using the overlay shown when hovering over the "maximize-minimize" button

As seen in this screenshot, multiple windows can be grouped so you can bring all windows in the group to the front with 1 single action. You can mix windows from multiple apps, multiple shapes, not all spots in the group have to be occupied, etc

well, colour me surprised as I though the snap layouts that appear when you hover over the minimize-maximize button was introduced by FancyZones instead of W11 (since I installed both at roughly the same time AND the first custom layout I created for FancyZones is the same as one that appears in the snap layouts thing

Anyways, would be a great feature, as w11 does not allow you to customize layouts
