Attachments Not Saved for Drafts #291

I'm having a problem with attachments not saving with a draft message. I'm on Moodle 3.7 with Quickmail version 2019012401.

Steps to reproduce:

Click "Compose Course Message" in Quickmail block
Add a user to send email to, subject line, some content in the body
Add a file attachment
Click "Save Draft"
Click "View Drafts" in Quickmail block
Click on "edit" button for the just-created draft
Notice that the To, Subject, and Body fields are all loaded, but the Attached Files section is empty

Maybe I am missing something simple?
