22.9 wont work for some reason

Its like I don't have it installed. I tried a new game, and xOBSE just doesn't load. I checked the console and there's no message saying xOBSE has loaded. Using steam and vortex mod manager. I checked that I put the data files and the dll in the game folder, and it is there. Tried with the steam loader dll, still doesn't work. I tried opening obse_loader exe and it just gives me the "Application error 5:0000065434". I ensured steam was loaded too.

Are you launching the game from Steam or from Vortex?

OBSE requires that you launch it from Steam:

• C:<steaminstalldir>\steam.exe -applaunch 22330

If you want to load without using Steam:

1. Backup or rename OblivionLauncher.exe
2. Rename obse_loader.exe to OblivionLauncher.exe
3. Launch OblivionLauncher.exe to play the game.

I bought the Steam version with the recent sale, so I can better debug steam issues
