Add ability to ignore AUTO update of certain packages BUT NOT "ignore completely" if the user still wants to manually update them #862

Describe the solution you'd like
I am writing this for someone else that brought this up in the Mint IRC help room. The idea is that while there is an update "ignore list" that, the way I understand it will ignore updates to some degree (that version or all the time) ... the idea is to have blocklist for auto updates. say you dont want "grub" or Kernel updates to be automatic but other updates are fine (in the user's view) and they will just manually update those when they want to (in the Update manager of course), that is the idea.

Again just an ignore list or added option to a package's right click (where the two different current ignore options are now) to "ignore this package, during auto-updating" or something to that effect.

Describe alternatives you've considered
well the alternative would be to just accept those updates anyway during auto updates OR to not use the auto-update feature
