Cinnamon panel is by default at the bottom. When moving it to the top, and setting it to "intelligently hide it", it does not trigger to show up itself (when an app is already maximized). It only shows itself about once every 10 efforts. The bug does not happen when the panel is set to bottom, left, or right. Only happens when set at the top.
Steps to reproduce
Move the panel on the Top of the screen.
Set it to intelligently-hide it.
Open Nemo and maximize it.
Using your mouse/touchpad, go to the top of the screen so you can trigger the panel to show up.
It doesn't show up. Only shows up seldomly, seemingly randomly. Here, it triggers only once every 8-10 efforts.
Expected behavior
To show up when triggered.
Additional information
The bug doesn't happen for the other orientations, only happens when the panel is on Top orientation. I also changed the ms response time, to no avail.

Indeed, it works fine only when the panel is set to 36px (the default value). I set it on 32 and 48 px, and the bug is fully reproducible (but only as a top panel).
It happens on the full width of the panel here. These are my themes: Mint-L-Aqua for apps, Mint-L-Dark-Aqua for Desktop.
I've noticed since I made the bug report that if I approach to the top of the screen with the cursor very slowly, the panel DOES show up. But if I go at normal mouse speed, it won't show up (while it does for all other orientations, minus the Top one, or for any height other than 36px).
